Founded in 1986 by health professionals, ACODESS is an international
non-profit making organization specializing in the provision of technical advice and
assistance to MOH,health care services and hospitals in countries of Central and Eastern
Europe, Africa, Latin America and Asia.
Board of directors
ACODESS board of directors is composed of health specialists, from
various academic and professional backgrounds, who originate from all service and
institutional levels of the French health sector.

ACODESS in-house competencies:
ACODESS managerial team is in charge of the monitoring and follow-up of
all cooperation programmes.
This team has a large knowledge of countries of various cultures and
levels of development, in particular regarding health concerns. English, French, Spanish,
Portuguese and Chinese are spoken fluently and allow project management all over the
world. ACODESS team has also gained experience in working with national and international
funding organizations (French ministry of Foreign Affairs and of Finances, European Union,
Development Banks, World bank).
ACODESS permanent team is managed by
Mrs Elisabeth ANTUNES, General Coordinator.
ACODESS operates under mandates from international and European
organizations, or directly from government agencies in the beneficiary countries where we
operate.

ACODESS strength lies in its capacity to mobilise human resources and
institutional support from French and European health care system.
ACODESS networking, offering a wide range of skills and academic
backgrounds, consists of health experts (senior specialists) from hospitals and health
care institutions, including also university hospitals and schools of public health.
ACODESS areas of expertise range through health care management,
hospital organization and health planning:
- Health policy planning and management
- Health administration and hospital management
- Public health
- Medical, nursing care and hygiene skills and procedures
- Hospital design and medical equipment plans
ACODESS favors in-depth and long-term actions which ensure sustainable
development, enabling the beneficiary hospitals and health care services to pursue their
own development strategy to respond to the specific health care needs of the local
population.
The ACODESS approach is based on joint management and implementation of
projects with its foreign partners in order to ensure that projects are kept on course and
that its technical expertise is responding to the expressed needs of the beneficiary
health institutions. The mutual benefit gained through the sharing of technical and human
resources contributes to maximising the effectiveness of the collaboration.
ACODESS operates at various levels of intervention:
- From needs assessment to project design
- Provision of technical assistance and consulting services
- Training of health professionals
- Technical studies and assessment missions
- Submission of proposals (international call for tenders)
- Promotion and research activities (seminars, conferences, publications)
ACODESS cooperation programmes are carried out according to a project
management approach, in terms of means and methods, constructed around the following
principles:
- appointment of a Project Director, health specialist, in charge of the
implementation and follow-up of the technical assistance services provided,
- selection of a team of experts for the whole period of the programme, working under the
supervision of the project Director,
- regular analysis of progress, measurement in terms of achievement of outputs and
activities performed, refocusing when required, including feeding of additional
professional support.
