Technical Assistance for Syrian Healthcare Projects

La phase 1 a consisté à évaluer le niveau de réalisation et l’impact d’un premier premier projet d'investissement dans le secteur hospitalier :
· Niveau d’achèvement du projet par rapport aux termes de référence initiaux,
· Contenu du projet d’investissement par hôpital et montants investis (contrats, qualité des équipements, etc.)
– Récapitulatif global pour le programme en général,
· Impact du projet d’investissement et contribution à la réponse aux besoins de santé de la population (choix des hôpitaux, volumes d’activité, conditions de fonctionnement, etc).
· Appréciation générale du projet dans ses différentes composantes : choix des hôpitaux retenus, investissements réalisés, gestion dans ses différentes composantes, délais de mise en œuvre, recommandations pour le futur.
La deuxième phase de cette étude à consisté à apporter une assistance technique pour la définition d’un deuxième projet d’investissement :
- choix des hôpitaux et autres institutions sanitaires dans le contexte stratégique du pays et des réformes actuellement en cours,
- Description détaillée du projet d’investissement pour chaque institution retenue,
- Description de l’impact attendu du projet en général et par établissement,
- Description physique et plateau technique,
- Analyse et estimation des implications en termes de ressources humaines et financières (coûts d’exploitation futurs).

Phase 1: The overall objective of the phase 1 of this technical assistance is to support ongoing project to the Syrian hospital sector by undertaking a systematic review of the implementation and impact of the 2002 investment project. The specific objectives were therefore to:
- Carry out an independent detailed review of the implementation status of the project, documenting clearly the progress made on every hospital facility,
- Report on the impact of these investments in terms of their contribution to healthcare and health improvements in Syria,
- Support the MoH to develop a time-specific implementation plan for project completion against which progress is reported in regular progress reports,
Phase 2: Subject to the outcome of that view, assist the Ministry of Health to prepare a submission for similar project by way of support to the 2010 investment program (Syria Healthcare II
· Elaborate the strategic context and underlying rationale for the healthcare investment program;
· Describe the “project” (the investment program) that will provide the basis for a second project to health sector,
· Within that context: A clear presentation of the underlying rationale for the investment program that will provide the basis of the Syrian Healthcare II project and its contribution to improvements in healthcare and health status;
